Civil Quantity Package
Organized civil quantities and scope documentation for contractors retaining internal pricing and final bid control.
Is this the right fit?
When to use this service
Contractors that need a reviewable quantity basis without building the entire takeoff internally.
What you provide
Current plans, specifications, addenda, bid date, requested scopes, and desired file format.
What Horizon reviews
The agreed civil scope, controlling documents, plan references, quantity basis, discrepancies, and open questions.
Civil quantity takeoffs start with an agreed scope.
For example, an underground-utility assignment may organize pipe quantities by size and material, structure schedules, plan references, and clarification items. A site-development assignment may cover agreed paving, aggregate base, or site-concrete quantities. These are examples of possible scope, not a promise that every item is included.
Review civil takeoff scopes, inspect the fictional quantity sample, or compare revised plans and addenda when the document set changes.

Know the scope and fee before work begins.
The proposal defines documents, inclusions, deliverables, schedule, and final project price. The standard rate is $100 per hour with a $600 minimum engagement fee. The fee is credited to the project price, refundable before work begins, and nonrefundable after work begins. The remaining balance is due before final deliverables are released.
New plans, expanded scope, changed deliverables, or accelerated deadlines may require a revised proposal. One review is included when Horizon prepares the estimate; revisions, expanded or second reviews, and review of estimates prepared by others are additional work. Machine-control models are separately scoped and priced.
