Horizon Civil Consulting is a civil estimating service operated by Horizon Systems, LLC.

General information

Website content describes potential services and typical workflows for general informational purposes. Actual scope, deliverables, responsibility, final project price, schedule, assumptions, exclusions, and terms are established only in a written agreement accepted by both parties.

No automatic engagement

Submitting a question, project description, document link, or other information does not create a contract, reserve estimating capacity, guarantee availability, confirm a fee, or establish a delivery date.

Project documents

A complete proposal normally requires review of the controlling plans and available addenda. This informational website does not accept forms or file uploads and sends no automated receipts. Email Horizon to discuss the project and agree a protected document-transfer method. Do not attach plans, confidential documents, passwords or credentials to an initial inquiry.

Fees and payment

The published standard consulting rate is $100 per hour with a $600 minimum engagement fee. The project proposal states the final price. The engagement fee is a down payment credited toward that price and is not an additional charge. It is refundable if the project is canceled before work begins and nonrefundable once work has begun. The remaining balance is due before final deliverables are released, subject to the accepted agreement.

Customer responsibility

The contractor supplies the labor and material costs used in priced estimates. Horizon does not procure material pricing or assume customer labor or material costs. The contractor retains responsibility for final review of quantities and controlling documents; final equipment, subcontractor, vendor, overhead, profit, and risk inputs unless expressly included; means and methods; site conditions; bid compliance; final pricing; and bid submission.

Service limitations

Horizon does not guarantee bid results, final project cost, or project performance. Website content and estimating services are not represented as professional engineering, surveying, legal, or other licensed professional services. Machine-control model preparation is separately scoped and priced and does not include field localization, calibration, machine setup, or onsite verification.

Reviews, documents, and changes

One review is included when Horizon prepares the estimate. Revisions, expanded or second reviews, and review of estimates prepared by others are additional work. New addenda and revised plans are not included in the original price unless expressly stated. Additional pricing may depend on the percentage of the original work completed when changes are received, as defined in the accepted agreement.

Job-information retention

If a proposal is accepted and the estimate is paid for and delivered, the related job information is retained for 30 days after delivery and then deleted unless different arrangements are agreed to in writing. If no proposal is accepted, the related job information is deleted within 7 days after the date the proposal or project request is refused or declined.

Illustrations

Public plan sheets, quantities, scope notes, images, and model examples are synthetic or fictional unless expressly identified otherwise. They do not represent customer projects or performance results.
