Horizon Civil Consulting is a civil estimating service operated by Horizon Systems, LLC.

Website visits and email contact

This website provides information and email links. Online inquiry forms, project submissions, and file uploads are currently unavailable. Selecting an email link opens your email application; it does not submit a request through this website.

When you visit, website hosting and security systems may process technical request information, including network and browser information, to deliver pages, maintain security logs, and prevent abuse. If you email Horizon, the contact details, company information, service questions, and other information you choose to include are handled through business email.

How information is used

Information shared with Horizon is used to evaluate project fit and availability, communicate about the request, prepare a proposed scope and fee, administer accepted work, maintain business records, protect the website, and comply with applicable obligations.

Project documents

Do not attach plans or confidential project documents, or include planroom links, passwords, credentials, or payment-card information in an initial email. Agree on a document-delivery method with Horizon before sharing project documents. Customer-controlled links remain subject to the customer's access settings. Project information is not used as a public example without specific written authorization.

Service providers and security

OpenAI Sites and Cloudflare provide website hosting, delivery, and security. Microsoft 365 provides business email. Website hosting and security logs are separate from the related job information described below. Online form processing, file uploads, upload scanning, and automated website email notices are not active for this informational website. Horizon does not sell project information or use it for targeted advertising.

Retention and deletion

If a proposal is accepted and the estimate is paid for and delivered to the customer, the related job information is retained for 30 days after delivery and then deleted, unless Horizon and the customer agree in writing to a different retention period. If no proposal is accepted, the related job information is deleted within 7 days after the date the proposal or project request is refused or declined.

Analytics

We use Cloudflare Web Analytics on canonical public pages to understand aggregate visits, page views, page performance, referrer websites, device types, and countries. Its browser beacon sends landing and referrer URLs, a page-load identifier, and browser performance measurements to Cloudflare. Cloudflare receives the request IP address and says it discards it at the nearest data center rather than storing it in its core databases or logs. The analytics beacon does not use cookies or browser storage, or track people across websites.

Measurements can miss visits when scripts or network requests are blocked. The server does not add the beacon to initial responses for preview or private pages, query-string variants, verification files, or error responses. Email-link clicks are not treated as completed inquiries. Confidential project information, including project names, plan links, drawing names, file metadata, and free-text project notes, is excluded from traffic reports. No advertising trackers are enabled.
